A new analysis by Kateryna Odarchenko, published by the Center for European Policy Analysis, highlights the growing role of Ukrainian war veterans in shaping the country’s post-war future.

In the article “Can War Veterans Build a Better Ukraine?”, Odarchenko argues that veterans may become a key force in restoring public trust in state institutions. According to recent surveys, Ukraine’s Armed Forces enjoy exceptionally high public confidence—reaching up to 94%—while trust in political institutions remains significantly lower.

This imbalance creates both a challenge and an opportunity. Veterans, who have earned legitimacy through service and sacrifice, are uniquely positioned to bridge the gap between society and governance. Their credibility, leadership experience, and commitment to national values could play a critical role in rebuilding democratic institutions and strengthening civic engagement.

At the same time, the article emphasizes that the successful reintegration of veterans into civilian life is essential. Without adequate support systems, there is a risk of social exclusion, which could undermine long-term stability. Experts underline that reintegration should be treated as a strategic national priority, not only a social policy issue.

Odarchenko concludes that Ukraine’s future will depend not only on military victory, but also on how effectively the country integrates its veterans into public life, governance, and economic development.
